Problems with sulfuric acid evaporators

In the heating tantalum tubes located in the tube side of the sulfuric acid evaporator, why is steam not applied directly inside these tubes? Instead, a carbon steel or stainless steel sleeve is placed inside the tantalum tubes (with a row of small holes at the ends of this sleeve), and it is through this sleeve that steam is introduced
