Location of the safety valve on the container cylinder

I am currently designing a pressure vessel, and I’ve found that it’s not possible to install a safety valve on the top head. What is the best way to handle this situation?
If it is a single-phase medium, it doesn’t have to be placed at the top
Located in the gas phase space, passing through an elbow, with the flange surface facing vertically upward.
Try to place the other nozzles on the cylinder body, while keeping the safety valve installed on the head. It can also be installed on the cylinder to ensure a gas space above the liquid level. Or it can be installed on a pipeline connected to the gas phase space of the pressure vessel.
