Classification of pressure vessels

It is known that the dimensions of this tower-type equipment are ∅1600*44100, the material used is Q345R, the medium handled is flammable and explosive, and the design pressure is 1.1 MPa. Does this equipment fall under category II containers or category III containers?
Based on the classification of PV>50, shouldn’t there be three categories?
The design pressure needs to be 1.6 in order to use that criterion; your pressure is not high enough
Is the normal operating pressure greater than or equal to 0.1 MPa? If it is greater than or equal to 0.1 MPa, then the equipment is a Class II pressure vessel.
