Regarding the use of foreign-made S32205 material?

I would like to ask my colleagues in the group: The equipment is designed for use with material S22053, but all S32205 steel plates that meet American standards, manufactured by domestic steel plants, are available on the market. Chemical composition and mechanical property analyses were conducted, and the results met the national material standards; the weld evaluation was also satisfactory. Since our company only has the qualification for conventional design, our drawings can only refer to GB/T24511’s S22053 and TSG 21’s 2.1.2 regarding the use of materials with foreign grades; it is stated that such materials can be used, but the details on how to handle them remain unclear. For example: In the design, is the material specified by writing its substitute directly? Should the item listed as ‘inspection application documents’ be written as S32205 instead? How to handle as-built drawings? I’ve never encountered such a case; I hope experienced colleagues can share their insights
As a substitute, re-testing is required (for chemical composition and mechanical properties), with the requirements to be no lower than those specified for the corresponding material S22053 in standard GB/T24511-2017. Especially the sulfur phosphorus content. Welding is required; a welding procedure qualification should also be carried out when using this material for the first time.

First question: In the design, is the material directly specified as a substitute material? The materials used are unrelated to design qualifications; therefore, you can simply state the actual materials used in the design. Meanwhile, the design should specify requirements regarding retesting of materials and weld evaluation ； Second question: Should the substitute material, S32205, be specified in the list of documents required for inspection? The materials actually used should be listed exactly as they are on the material list. Meanwhile, the retest report and acceptance record of this material are attached below. Additionally, note that clause TSG 2.1.2.1 does not require that external standard materials meet the standards of national standard materials. Rather, it means compliance with the regulations and the corresponding material standards; here, the corresponding material standards refer to the manufacturing standards of the materials themselves, that is, the external standards. The weld evaluation must be done again; after it is completed, the base material should be classified in accordance with the appendix of NB/T47014. Otherwise, whenever this material is welded to any other standard material, a new weld evaluation will be required. Third question: How to handle as-built drawings? As-built drawings do not require any special treatment.
2205 has been well developed in China; our company produces large quantities of it every month
Recheck it and arrange an alternative procedure.
