In line with the work plan set forth by the Party leadership group of the General Administration, we must adhere to the general principle of making progress while maintaining stability, put the people and their lives first, balance development with safety, enhance risk awareness, focus on key tasks, strengthen supervision and law enforcement, and continuously improve the capabilities and standards of safety supervision, so as to create a favorable safety environment for special equipment in order to ensure the successful convening of the Party’s * meeting. I. Raise the political stance and plan the overall work strategically 1. Adhere to leading with party building. We must always give top priority to the Party’s political construction. We should continue to arm our minds, guide our practices, and advance our work with **Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era**. We must constantly strengthen our “four consciousnesses,” firmly uphold the “four confidences,” and resolutely uphold General Secretary Xi Jinping’s core position and the Central Committee’s authority and its centralized, unified leadership. We must steadfastly safeguard the bottom line regarding the safety of special equipment, so as to greet the successful convening of the *th National Congress of the Communist Party of China with outstanding achievements. 2. Strengthen planning guidance. Adhering to the principle that the people and life come first, and to the need to balance development with safety, we closely integrate this approach with the actual tasks of market supervision, strengthen research on policies and theories, develop a comprehensive framework for the supervision of special equipment safety, issue and implement the 14th Five-Year Plan for the development of special equipment, and ensure that all the tasks outlined in this plan are carried out. II. Focus on **** and the major decisions and deployments of the State Council; safeguard the safety baseline. 3. Conduct thorough inspections and rectifications regarding urban gas safety. Fully implement the mobilization and deployment issued by the Party leadership group of the General Administration regarding the conduct of safety inspections and rectifications for urban gas in the market supervision system, and ensure proper safety inspections and rectifications for special equipment related to urban gas within the scope of market supervision responsibilities. Local authorities must, under local coordination, clarify responsibilities and divisions of labor, determine the exact number of gas pressure pipelines in use, establish a management system for information related to the inspection of such pipelines, and promote mechanisms that ensure the entities using these pipelines assume their corresponding responsibilities. It is necessary to continuously increase the rate of compliance with mandatory inspections for gas pressure pipelines. Any instances of failure to provide written notification or to undergo supervision and inspection prior to the construction of new or modified/grown gas pressure pipelines must be strictly investigated, so as to ensure proper fulfillment of regulatory duties. 4. Consolidate and deepen the three-year campaign for special rectification of work safety. All regions should consolidate and enhance the results achieved through the three-year action plan, continue to carry out special inspections and rectifications for lifting machinery and other equipment, make every effort to address the safety issues identified during the special rectifications of pipelines within power station boilers, promptly summarize the experience gained from the special rectification efforts related to quick-opening pressure vessels and mobile pressure vessels used in handling hazardous chemicals, further increase the coverage rate of inspections for long-distance pipelines, ensure that all necessary inspections are carried out, and thus guarantee the successful completion of the three-year action plan. 5. Ensure proper support for major events. It is necessary to ensure the safety of special equipment during key periods such as Party-related events and the Winter Olympics, as well as during major events. Regions like Beijing and Hebei should remain in a state of readiness and implement all relevant measures thoroughly ； The surrounding areas should, in accordance with the requirements of the joint mechanism for ensuring the smooth conduct of major events in the five provinces and municipalities in North China, establish a security \"moat\" around Beijing” ； Other regions must also maintain a high level of vigilance regarding safety to ensure stability in the nationwide safety situation regarding special equipment. 6. Strengthen emergency response capacity building. Continue to advance the development of the dual prevention mechanism, and organize the formulation of standards for identifying major hazard sources. The \"Emergency Response Plan for Special Equipment Incidents by the State Administration for Market Regulation\" was issued, and emergency drills were organized. Support local areas in strengthening the construction of emergency training and drill bases. Proactively carry out emergency response efforts for accidents involving special equipment, and improve the capabilities and standards for accident investigation. III. Strengthen supervision and law enforcement, and carry out four key special campaigns in depth. 7. Carry out actions to improve the quality and safety of elevators. Strengthen supervision and inspection of maintenance agencies, thoroughly address potential issues with brakes, advance reforms in maintenance and inspection based on actual needs, encourage local authorities to include elevators in programs aimed at improving people’s livelihoods, boost awareness of safety practices, make full use of market mechanisms, and establish a comprehensive management system for elevators. 9. Carry out actions to rectify, consolidate, and improve the situation regarding \"black gas cylinders\". Building on the efforts made last year, all regions should continue to focus on gas cylinder filling units and inspection agencies, and work to develop systems for tracking the filling and inspection of gas cylinders as well as those used in vehicles. Manufacturing units, filling units, and inspection agencies that no longer meet the required licensing standards should be dealt with in accordance with the law ； Intensify efforts to identify and remove scrapped cylinders whose functionality has not been rendered inoperable. Crack down severely on illegal activities related to the production, distribution, refilling, and inspection of “illegal cylinders”. Impose joint disciplinary measures against any entities or individuals that violate laws and regulations due to their lack of credibility. 10. Carry out joint rectification actions for passenger ropeways at ski resorts. Market supervision agencies at all levels should, in conjunction with departments responsible for sports, culture, and tourism, carry out joint inspections of the passenger cable cars at ski resorts. They must complete the inspection of such cable cars within their jurisdictions and address any issues identified, strictly enforce the law against serious violations, eliminate all major safety hazards, and ensure the safe operation of passenger cable cars across the country, thereby creating a safe environment for the successful holding of the Winter Olympics. IV. Elevating the quality standards to serve economic and social development 11. Contributing to the achievement of the \"dual carbon\" goals. Guided by the goals of “peak carbon emissions” and “carbon neutrality”, efforts should be made to explore measures for promoting the high-quality development of the boiler industry by taking energy conservation and carbon reduction as opportunities. This will further improve boiler energy efficiency indicators and refine a regulatory system that integrates safety, energy conservation, and environmental protection for boilers. Conduct scientific assessments of the demand and development trends for special equipment related to hydrogen across its entire value chain – including production, storage, transportation, and utilization – to promote fundamental research and the development of key technologies related to such equipment, and to further refine the basic safety requirements for it. Strengthen the safety supervision of special equipment at hydrogen refueling stations and enforce strict licensing for filling operations. 12. Promote the improvement of the quality of lifting machinery. In conjunction with the quality improvement action plan, we will fully leverage local advantages. Focusing on industrial clusters, we will strive to ensure standardized production by enterprises and improve the quality of products at the source, thereby promoting the enhancement of the quality of bridge and gantry cranes produced in these industrial clusters. V. Deepen regulatory reform and optimize regulatory approaches 13. Promote the implementation of reform measures. Market supervision departments at all levels shall implement the regulatory measures required following the issuance of rules such as the \"Rules for Licensing Special Equipment Production and Filling Units (Amendment No. 1)\” and the \"Rules for Approving Special Equipment Inspection Agencies,\" and ensure proper handling of matters related to the delegation of licensing powers ； Further enhance the standardization of the online unified processing of administrative permits for special equipment; standardize the processing procedures and guidelines, so as to ensure that the same permit is processed according to identical standards across different regions ； Standardize appraisal and evaluation, strengthen supervision during and after the process, and the General Administration will increase its oversight and random inspections of local administrative licensing activities. 14. Promote the development of intelligent supervision platforms. Continue to advance the improvement of the quality and safety traceability system for elevators, gas cylinders, and mobile pressure vessels. Continuously expand the coverage of elevator emergency response service platforms such as “96333” to enhance elevator emergency handling and service capabilities. Market supervision departments at all levels should actively establish interconnections with the Big Data Center for Market Supervision under the General Administration, striving to eliminate data silos ； Enhance the intelligent functions of the \"Special Equipment Safety Supervision Platform\", such as administrative approval, information verification, product tracking, risk early warning, and accident management, in order to improve the ability to predict and analyze safety risks associated with special equipment. 15. Leverage the regulatory constraints of credit oversight. All regions should carefully compile a list of entities that hold certificates for special equipment, and organize the collection of information related to administrative permits, administrative penalties, and results of random inspections. This information should then be promptly submitted to the \"**Enterprise Credit Information Publicity System\" through the credit supervision authorities. Strengthen supervision during and after events, make good use of constraints and joint disciplinary measures for serious violations of laws and trust breaches, and leverage credit supervision mechanisms to hold enterprises accountable for their responsibilities. VI. Establish a long-term mechanism to clarify responsibilities of all parties 16. Establish a long-term mechanism. Accelerate institutional development and improve working mechanisms such as responsibility discussions, supervised follow-up actions, and assessment evaluations. For enterprises with potential risks and lower-level departments that fail to properly implement the directives from higher authorities, it is necessary to conduct timely discussions and reminders. Major illegal cases, as well as those that may lead to serious consequences and social impacts, should be promptly submitted for special supervision. It is necessary to further optimize the assessment indicators and give full play to the guiding role of assessment and evaluation, so as to firmly implement the responsibilities for the safety supervision of special equipment in all aspects. 17. Improve the responsibility system. Market supervision agencies at all levels must earnestly assume their responsibilities for local supervision and clarify the boundaries of their duties relative to those of other industry regulatory agencies. Focusing on fulfilling the primary responsibilities of enterprises, effective restraint and incentive mechanisms should be established to urge them to strictly abide by their legal obligations. Fully leverage the bridging and linking role of social organizations such as industry associations, and enhance their credibility. By coordinating the regulatory efforts of various parties and actively introducing market-based mechanisms such as insurance, a governance framework featuring corporate responsibility, industry self-regulation, **regulation, and social oversight is established. VII. Strengthen grassroots infrastructure development and enhance regulatory capabilities 18. Improve the system of regulations and standards. Advance the revision of the Regulations on Safety Supervision of Special Equipment, issue departmental regulations such as the Measures for Safety Inspection and Supervision of Special Equipment and the Provisions on Reporting, Investigation, and Handling of Special Equipment Accidents, accelerate the formulation and revision of safety technical standards related to elevator inspection and testing, and push for the development of comprehensive standards for lifting machinery, large-scale amusement facilities, and specialized motor vehicles used within premises; thereby creating a set of regulations and standards that are more stringent and suited to China’s national conditions. 19. Strengthen regulatory oversight. Strengthen the professional nature of safety supervision, ensure that professionals handle professional tasks, increase training efforts, and guarantee professional work, professional teams, and professional oversight. Strengthen personnel and financial support to assist local areas in establishing professional supervision stations (teams). Provincial-level bureaus’ special equipment safety supervision agencies shall be equipped with at least 2 Class A safety supervisors; cities divided into districts shall have at least 1 Class A safety supervisor for every 10,000 units of special equipment; each market supervision office shall be equipped with at least 2 Class B safety supervisors. Strengthen incentive mechanisms; those who work hard and dedicate themselves to the supervision of special equipment safety should be given priority in terms of career advancement and recognition for outstanding performance. 20. Strengthen technical support. Inspection agencies within the system must maintain the correct direction of reform and uphold the public welfare and protective nature of public institutions. Market supervision agencies at all levels should strengthen policy guidance, coordinate the layout of institutions, increase support and investment, fully take into account the fundamental, statutory, and special nature of safety work, and uphold the independence and integrity of the special equipment inspection system. 21. Strengthen the supervision and management of technical institutions. All regions should further strengthen the supervision and management of special equipment inspection agencies within their systems, as well as the development of the professional standards of their staff; they must ensure high inspection quality, improve service standards, and regulate any subcontracting activities related to inspection work. Strengthen the supervision and inspection of technical service agencies such as those entrusted with evaluation and assessment tasks and examination institutions, urge them to establish and effectively implement quality control systems, resolutely prevent the practice of simply handing tasks over without further follow-up, strictly investigate and deal with any illegal activities committed by testing institutions, entrusted technical service agencies, and their staff in accordance with the law, and enhance coordination among relevant parties. 22. Strengthen work style construction. Market regulation authorities at all levels must give top priority to the Party’s political and ideological construction, strictly implement the “two responsibilities”, vigorously promote the “Four Special” spirit, and unremittingly advance the development of work styles in accordance with the requirements of “attending to both business operations and workforce management” as well as “fulfilling dual responsibilities for both industry oversight and professional conduct”.
