They play an important role in accelerating the establishment of a modern market supervision system and strengthening the foundational elements of market supervision at the grassroots level. The market supervision office is the most fundamental organization and core force in the market supervision system. Strengthening the construction of market supervision agencies is an urgent need to implement the relevant directives of **** and the State Council regarding grassroots governance; it is an important measure for accelerating the development of a unified national market, and it serves as a powerful tool for advancing the implementation of the \"14th Five-Year Plan\" for the modernization of market supervision. The \"Guiding Opinions\" focus on addressing the issue of \"how market supervision departments at all levels should establish market supervision offices.\" It consists of three main parts: the first is the general requirements, which outline the guiding principles, working principles, and main objectives for the standardized and regulated development of these market supervision offices. The second aspect concerns the main tasks, which include nine areas of work: strengthening governance, clarifying the division of responsibilities, standardizing operational procedures, innovating supervision methods, enhancing the workforce, improving professional capabilities, unifying the visual identity, strengthening infrastructure development, and boosting information technology support. Third is organization and implementation, which puts forward specific requirements in terms of strengthening organizational leadership, actively seeking support, and encouraging exploration and innovation. The \"Construction Standards\" focus on addressing the question of what a market supervision office should look like. Comprising 100 provisions, they clarify the task objectives and job responsibilities, set out specific requirements for operational work, standardize matters related to internal management, specify concrete measures to strengthen basic support, and define the main aspects of evaluation and supervision. The General Administration requires that market supervision departments at all levels include the standardization and regularization of market supervision offices on their important agendas, establish leadership teams, formulate work plans at each level, ensure proper implementation, seek the support of the party committees at the same level as well as relevant departments, continuously promote innovation and reform at the grassroots level, and constantly improve the capabilities and standards of grassroots market supervision.
