Not only individuals, but organizations as well need to have them

No qualifications are required for boiler design. However, the design drawings shall undergo design document appraisal in accordance with the requirements of TSG G1001-2004 \"Rules for the Management of Boiler Design Document Appraisal\".
Neither organizations nor individuals possess the qualifications for boiler design. According to the regulations governing boilers, the design documents for boilers must be submitted to an institution qualified by the General Administration of Quality Supervision, Inspection and Quarantine for evaluation. The manufacturing plant must possess the appropriate manufacturing qualifications and be responsible for the quality of the product designs that are submitted for approval.
