If the parameters meet those of pressure vessels, then it is a pressure vessel; such a simple tank can be manufactured by any pressure vessel manufacturer
The equipment requirements are not high; one can find a mechanical manufacturing factory (or equipment manufacturing factory) with design capabilities in the location of the project, and there are many such factories.
