What is the purpose of the gasket placed between the jacket flange and the inner cylinder in the diagram? Should the inner cylinder be reinforced?
The cylinder is made of stainless steel, while the jacket is made of carbon steel; a stainless steel gasket is used for transition.
Many carbon steels also have this structure

Is it possible that the inner cylinder needs to undergo overall heat treatment, with shims added, and the jacket being welded after the heat treatment?
In my opinion, there are the following reasons: 1. For the heat treatment backing plate, the inner cylinder needs to undergo overall heat treatment; after welding the backing plate, overall heat treatment is carried out, and then the welding jacket is assembled. 2. The jacket sealing equipment cannot achieve such a large sealing distance, or factors such as the amount of deformation during sealing need to be considered.
Heat treatment is required. Is the shimming plate used so that the stress generated after heat treatment can be transferred to the shimming plate, thereby preventing the jacket from welding directly to the inner tube after heat treatment and avoiding the creation of new welding stresses on the inner tube?
Also, besides preventing direct welding to the cylinder body after heat treatment, does this backing plate serve any purpose in reinforcing the cylinder body? Is there such a method for reinforcing the cylinder wall thickness?
Both the 2nd floor and the 7th floor are possible options. Reinforcement in this area is not done in the correct way.
