Local management of regular inspections for special equipment

Pressure vessels and pressure pipelines in enterprises require regular inspections; is there still any relevant documentation for local regulation?
Generally, it is under local jurisdiction, unless you can get the relevant authorities to sign off allowing you to do it in another location, and that is extremely difficult. After all, it is related to the testing costs and hospitality expenses.
There is no corresponding document to support it; then why is the signature of the competent authority required? Registration alone should be sufficient
