How are devices with a medium below its boiling point classified?

Dear experts: Some of the heat exchangers and containers in our project fall within the scope of regulation set by the Large Vessel Code in terms of pressure and volume. The fluids they contain are liquids, which belong to Group 1 fluids. However, the maximum operating temperature of these fluids is below their standard boiling point. In such cases, do these containers still qualify as pressure vessels? Is it still necessary to be regulated under the major hazard regulations? Waiting online for a reply.
If the pressure falls within the range specified in GB/T150, it is necessary to comply with the requirements of GB/T150; the medium must be entirely liquid, and the maximum operating temperature must be below the standard boiling point of the medium, in which case it is not subject to the regulations for solid materials
It is outside the scope of the technical specifications, but it is advisable to conduct a leak test on the first group of media.
