Problems with pre-welded parts in heat treatment equipment

As the title suggests, when adding pre-welded parts to carbon steel equipment that has already undergone heat treatment, is it not necessary to undergo heat treatment again if stainless steel is used for welding? !
This is equivalent to repair after heat treatment. . . Heat treatment can be applied to the repaired area.
Heat treatment is carried out to address stress issues; after re-welding, thermal stress is not created anew, so heat treatment is still necessary!
In principle, re-heat treatment is required; however, if the requirements specified in Chapter 4, 7.4.4 of GB/T150-2011 are met, heat treatment may not be necessary.
