Why can special equipment not simply pass a inspection to extend its service life after reaching the end of its useful life, and why is a safety assessment required? What does a safety assessment include?
Because the attainment of the design life by special equipment is a key indicator for the regular inspection and grading of such equipment; it directly leads to a classification of grade 5, which requires mandatory disposal. It is possible to extend its service life through testing, but there are no specific standards or methods for doing so, which is why many people are unwilling to carry it out. A new draft was released last year for feedback, and I’m not sure why it hasn’t been released yet this year.
There are no explicit provisions specifying what constitutes such situations; only the following can be found: Article 48 of the Special Equipment Safety Law stipulates that when special equipment poses serious accident risks, is no longer worth modifying or repairing, or meets other conditions specified in the safety technical standards for retirement, the entity using that special equipment must fulfill its obligations under the law to retire it, take necessary measures to eliminate its functional capabilities, and go through the procedures to cancel its registration certificate with the department responsible for supervising special equipment safety where it was originally registered.
