Help with boiler steel structure pattern plate and steel grating problems

Ask for help: I don’t understand what the red line part of the steel structure technical agreement means. Why do only the first-floor platform and steam drum platform use pattern plates, while the others use steel gratings? Isn’t it okay to use steel gratings as well?
Can a layer of steel plate prevent falling small parts from injuring people?
1 Ask the person who prepared the technical agreement； 2 The safety issue may be considered. Grilles are used for high-rise buildings, maintenance and escalators because they are less likely to slip.
