I. System for Identifying and Rectifying Hidden Hazards in Special Equipment1. Self-inspection for identifying potential hazards related to special equipment refers to the act whereby the person responsible for the safety management of special equipment within the unit, the safety management department, and on-site operators conduct inspections on their own to assess the safe operation status of such equipment, with the aim of detecting and eliminating any potential hazards. 2. The person in charge of special equipment safety management shall organize at least one comprehensive safety inspection of all special equipment in use across the entire facility on a quarterly basis, and lead the inspection personally ; The special equipment safety management agency organizes a centralized inspection for potential accident hazards on a monthly basis ; On-site operators of special equipment conduct an inspection for potential accident hazards on the special equipment they operate once a day. 3. When safety inspection agencies and personnel at all levels of the organization conduct safety inspections on special equipment and discover serious illegal acts or significant potential accident hazards, they shall immediately take necessary measures, report to the special equipment safety management agency in a timely manner, and notify the market supervision department as well. 4. The safety management agency for special equipment shall establish a record file of the rectification status of potential accident hazards related to such equipment in its own organization; each identified hazard shall be recorded, and once it has been rectified, it shall be removed from the records, to ensure that potential accidents can be tracked throughout the entire process. 5. During the inspection, it is necessary to thoroughly examine potential accident hazards in accordance with the laws and regulations regarding special equipment as well as the requirements of safety technical standards. Any existing hazards and unsafe factors must be identified promptly, and the \"Record of Hazard Identification and Rectification for Special Equipment\" must be filled out accurately. 6. Handling of abnormal situations: When abnormalities are detected during the use of special equipment, the operators or maintenance personnel shall immediately take emergency measures, and report to the safety management personnel in charge of special equipment at the using unit as well as the relevant responsible persons in the unit, in accordance with the prescribed procedures. Special equipment that experiences malfunctions or abnormalities should be promptly subjected to a thorough inspection to determine the causes of such issues. Effective measures should be taken immediately; if necessary, the equipment should be shut down for inspection and testing. It is not allowed to operate the equipment while it is faulty or to carry out operations at risk. The equipment can be used again only after the malfunctions or abnormalities have been resolved. Systems for the Maintenance and Regular Self-inspection of Special Equipment (1) Routine Maintenance 1. The entity using the equipment shall carry out routine maintenance on it based on the characteristics of the equipment and its condition of use. 2. Maintenance shall comply with the requirements of relevant safety technical specifications and the product’s usage and maintenance instructions. Any abnormal conditions detected must be addressed promptly and recorded, to ensure that the special equipment in use remains in proper working condition at all times. 3. Where laws, regulations, and safety technical specifications require that the maintenance of special equipment be carried out by qualified units, the user unit shall select such qualified units to carry out the maintenance, and shall provide supervision and assistance. Other users of special equipment are encouraged to choose professional and specialized maintenance organizations with the appropriate capabilities for such maintenance work. (II) Regular self-inspections 1. To ensure the safe operation of special equipment, the entities that use such equipment shall conduct regular self-inspections based on the category, type, and characteristics of the equipment in use. 2. The time, content, and requirements for regular self-inspections shall comply with the provisions of relevant safety technical specifications as well as the requirements outlined in the product’s usage and maintenance instructions. 3. The users of boilers and pressure vessels that generate steam using water as a medium shall carry out proper treatment and monitoring of the water (medium) used in these boilers and pressure vessels, to ensure that its quality meets the relevant requirements. (III) Trial operation safety inspections: Before being put into use each day, the operating and using entities of passenger ropeways and large-scale amusement rides shall conduct trial operation inspections and routine safety checks in accordance with relevant safety technical specifications and the product’s operation, maintenance, and upkeep instructions. They must inspect and verify safety protection devices such as passenger restraining systems, and duly record the results. For Class A equipment in the single-car and multi-car roller coaster categories of large amusement ride vehicles, before each day’s operation, the operating entity shall test the functionality of the braking system, driving system, lifting or ejecting mechanism, and interlock protection systems, and inspect the reverse movement prevention devices, side wheel clearance, fixation and position of the brake pads, as well as the wear condition of the wheels. The entities that operate escalators and moving walkways conduct trial runs upon starting up each day to check and confirm the safe operating condition of the equipment.
