The difference between confined spaces and restricted spaces: The term “confined space” is defined in the \"Regulations on Safety Practices for Work in Confined Spaces in Industrial and Trade Enterprises\" (Order No. 13 issued by the Ministry of Emergency Management of the People’s Republic of China). It refers to enclosed or partially enclosed areas that are not designed as permanent work places, into which people can enter to carry out tasks; such areas are prone to the accumulation of toxic, harmful, flammable, or explosive substances, as well as low oxygen levels. Work in confined spaces refers to tasks carried out by personnel entering such spaces. “A \"confined space\" as defined in the \"Safety Regulations for Special Operations in Hazardous Chemical Enterprises\" (GB 30871-2022) refers to enclosed or semi-enclosed facilities and areas with restricted access and poor ventilation, which may contain flammable, explosive, toxic, or harmful substances or be deficient in oxygen, thereby posing a threat to the health and life safety of those who enter them. Note: This includes reactors, towers, kettles, tanks, vats, furnaces, boiler drums, pipelines, as well as basements, manholes, pits (pools), ducts, or other enclosed or semi-enclosed areas. Work in confined spaces refers to operations carried out by entering or penetrating into confined spaces. In the field of production safety, the term \"confined space\" is commonly used in the chemical industry, whereas \"limited space\" is the standard term used in manufacturing and trade enterprises such as those in the metallurgy sector. Confined spaces and restricted spaces are conceptually similar; in many cases, these two terms are used interchangeably. The key aspect common to both is the presence of certain potential dangers, which requires special attention to safety measures and proper management. Apart from differences in terminology within various industries, a confined space generally refers to a space that is enclosed and isolated from the outside world, with narrow entrances and exits, but still provides enough space for workers to enter and carry out their work. The entrances and exits to these spaces may be restricted, but not as strictly as in confined spaces. Confined spaces refer to those spaces with restricted access openings, where workers need special methods to enter and exit, such as ladders or ropes. These spaces are usually not suitable for continuous occupancy, and there may be a buildup of hazardous gases or other dangerous conditions. Due to their structural characteristics, confined spaces are more prone to the accumulation of harmful gases, thus posing a greater potential risk. There are significant differences between confined spaces and restricted spaces in terms of definition, characteristics, safety requirements, etc. Restricted Space: Definition: A restricted space is a space that has the following characteristics: its interior is relatively enclosed, and access to it is limited ; There may be hazardous environmental conditions ; It is not suitable for people to work there for long periods of time. Features: The space is relatively enclosed with poor ventilation. There may be hazardous factors such as harmful gases, lack of oxygen, high or low temperatures. There may be physical hazards, such as collapses, fires, explosions, etc. Special entry and exit procedures are usually required. Confined Space: Definition: A confined space is a space that possesses the following characteristics: it has limited entrances and exits, making it difficult for people to enter and exit freely ; There may be certain risk factors, but they are usually not as extreme as those in confined spaces. Features: The space is relatively open, but access is still restricted. There may be some risk factors, such as slipping, falling, electric shock, etc. Special entry and exit procedures are usually also required, along with necessary safety measures. Confined spaces and limited spaces must meet 3 physical conditions as well as at least 1 hazardous characteristic, that is, the “3+1” requirement. Confined spaces must meet three physical conditions simultaneously: 1. They must be large enough for employees to enter and carry out the designated tasks ; 2. Access and evacuation are restricted; it is not possible to enter and exit freely ; 3. It is not designed for employees to work inside for long periods of time. At the same time, confined spaces must possess at least one of the following hazardous characteristics: 1. The presence of toxic, harmful gases, or flammable gases inside or the possibility of such gases appearing there ; 2. There are or may be materials inside that can bury those who enter ; 3. The internal structure of confined spaces may trap those who enter inside them ; 4. There are any other identified serious safety or health hazards such as hypoxia, electric shock, falls from heights, etc.
