Relationship between holding time and weld thickness

According to JB/T4709-2000, the post-heating temperature is generally between 200 and 350 degrees, and the holding time depends on the thickness. Could someone with expertise please clarify this? What exactly is the relationship?
There is a positive correlation, I guess. As for the specifics, it’s hard to say, because post-heating isn’t necessary; it’s just an improvement-oriented process measure
According to JB/T4709-2000, post-heating is primarily applied to low-alloy steels (Cr-Mo steels) that are highly sensitive to cold cracking, as well as to welded parts with high degree of restraint; the holding time should generally be no less than 0.5 times the thickness of the plate.
The thicker it is, the longer the insulation time; I know that for solution treatment, 1 mm requires 5 minutes of insulation time, right?
Because after welding, heat treatment is required, such as high-temperature tempering, to eliminate stress concentration; the relationship between holding time and thickness can be found in the iron phase diagram；
