Can stainless steel 316L be used for chlorinated cooling materials?

As far as I know, there have been numerous accidents resulting in turbine damage due to leaks in the chlorine intercoolers; our company has also encountered leakage problems on several occasions, and inspections have shown that the cause is usually corrosion on the water side. I would like to discuss whether it might be possible to use stainless steel heat exchange tubes to reduce corrosion on the water side
Chloride ions cause severe stress corrosion; even stainless steel is not resistant to it. Two-way steel is expensive; carbon steel coated with nickel-phosphorus can be used as an alternative.
It is recommended to use nickel-based alloy Monel 400, which offers excellent corrosion resistance to chloride ions
Is dry chlorine not okay either? The level gauge for the liquid chlorine storage tank in our facility is made of 316L material
