Heat exchanger design temperature and operating temperature

I would like to ask the more experienced members: What does the design temperature of 180/-10 refer to – the temperature of the fluids flowing in the tube side and shell side, or it refers to the external temperature range required for the heat exchanger to operate properly?； What does operating temperature 45/40 mean?
