Strength welding pipe joint leg dimension

In Figure 6-19 on page P27 of the heat exchanger, the weld leg dimension l does not include the length of the weld leg that extends beyond the tube end. How to understand this sentence?
If the required height of the weld bead is generally 3 mm, the tube end will protrude by 3.5 mm, leaving 0.5 mm of the tube end without a weld seam. This “0.5mm” is the dimension of the pipe end protruding beyond the weld leg.
