Are heat exchange tubes and tube sheets connected by brazing?

Generally, strength welding combined with expansion bonding is used； But it seems that using brazing can help with sealing and filling the gaps between the tubes and plates, which sounds quite good. Why is this connection method so rare? Is it due to manufacturing difficulties, poor practical performance, or the fact that brazing can only be used to weld small devices?
