Substitution materials for pressure vessel materials

Can φ114.3×8.9 be replaced with φ114×9.0? In the past, when the outer diameter remained the same, thicker materials were used in place of thinner ones; is such substitution allowed, and is there any basis for it?
Material? Standard number? What’s it for? Meeting all requirements, yes!

It should be possible, provided it is approved by the original design team. Furthermore, approval from the customer/user is required when necessary.
This substitute material, used as a material for the nozzles of general pressure vessels, is problem-free. It’s fine as long as the design is approved.
It can be used as a substitute; this kind of replacement is quite common!
