Requirements for the spacing between flanges of container flanges

Section 7.7.4 of API 660-2015 on Shell-and-Tube Heat Exchangers stipulates that the spacing between flanges must not be less than 3 mm; the exact wording can be found below. How should this requirement be understood?
Can’t understand it; don’t want to guess. It could serve as a bridge between sections – is there any other content that should be uploaded along with it?

The distance between the flange connection surfaces. The typical thickness of gaskets is 3 millimeters. There are no special requirements for flanges and flange connections.
