Which company manufactures small shell-and-tube heat exchangers?

As shown in the figure, I want to build a shell-and-tube heat exchanger; which company can do this? Many organizations are reluctant to do it because it’s too small.

I agree with what was said above: with appropriate pressure, a plate exchanger will do the job; there’s no need to use a shell-and-tube exchanger, which is much more complicated
