Is it feasible to apply only a primer to insulated pipes outside?

It is widely used in petrochemical projects, with SH/T3022 being common. In the supporting solutions for SH 3022, insulated pipes are sometimes coated with an intermediate coat and a topcoat; in other cases, a primer is applied as well. The key factor is what type of primer is used.
