Can fluorine gas passivate stainless steel?

The so-called pickling and passivation process (using HF + HNO3, with nitric acid acting as an oxidizing agent) simply involves forming a passivation film on the surface of stainless steel. Since fluorine is considered the king of oxidizing agents, wouldn’t it result in an even better passivation effect? ? Has anyone done an experiment?
That’s not possible, right? Anyway, the valves can’t be made of stainless steel
It’s because your valve hasn’t had its oil removed, or there’s an issue with the material of the packing gland; ours are working perfectly here.
