The concept of low surface treatment was proposed quite early on. Abroad, low surface treatment mainly refers to treatment methods using manual or power tools; specifically, it is a surface treatment process that meets relatively low standards, achieved through manual rust removal or rust removal with power tools. Problems of this kind arise in tasks such as the maintenance of old oil tanks and pipelines in petrochemical systems; the reason is that after a period of use, the surface of the steel plates becomes severely corroded. Moreover, maintenance work is often carried out on-site, and factors such as the skill level of the workers and other various issues result in rust removal that does not meet technical requirements, thereby failing to ensure adequate corrosion protection. This is why low surface treatment requirements are proposed, regarding the issue of rusty coating. 2. The oil removal issue: During the maintenance of oil storage tanks and pipelines, the surfaces are not only covered with rust but also contain oil. Oil molecules penetrate deep into the steel plates, and conventional oil removal methods find it difficult to eliminate them completely; this is where the problem of painting over oil exists. 3. Moisture issues: Different types of coatings have varying sensitivities to moisture. Some require moisture in order to cure and form a film, while others cannot tolerate any presence of moisture. In the field of corrosion prevention, moisture is one of the main causes of steel rusting; therefore, to achieve good corrosion resistance, dehumidification is also a very important task, which leads to the issue of wet coating. Rusted coating, oily coating, and wet coating are the three main problems present in current low-surface-treatment methods.

Manual cleaning for rust removal involves simply removing the existing surface rust on the metal, that is, the rust deposits that are about to fall off; it is the most basic method of rust removal.
