Paint efflorescence refers to the appearance of white powdery or crystalline substances on wall finishes such as latex paint and porcelain-like coatings. It is caused by alkaline substances within the wall migrating to the surface as a result of moisture. This is not a quality issue with the coating itself, but rather the alkalinity that arises from the base layer (such as cement mortar or plaster) seeps through and damages the surface coating.
