The "Initiative" aims to standardize the order of the industrial cleaning market, protect the foundation of industry development, and protect the common interests of owners and enterprises. The "Initiative" points out that in recent years, due to the influence of external environments such as intensified international geopolitical conflicts, rising protectionism and unilateralism, the domestic industry market competition pattern has undergone profound changes, and the problem of industry involution and low-price competition has become increasingly prominent.: Some companies ignore industry standards and project quality and bid at prices lower than reasonable costs. After winning the bid, they either abandon the bid and default, cut corners, or seek additional income through improper means. Some even lend out qualifications and subcontract business, which leads to increased hidden dangers in project quality, increased risks of safety accidents, and damage to the credibility of the industry. This not only damages the legitimate rights and interests of enterprises that comply with laws and regulations, but also seriously hinders the sustained, healthy and high-quality development of the industry, ultimately forming a vicious circle of "starving peers to death, exhausting oneself, and cheating owners to death." In this regard, the China Industrial Cleaning Association issued the "Five Musts, One No Two Synergy" initiative to the entire industry. First, we must adhere to the bottom line of integrity and operate in compliance with laws and regulations. ; The second is to standardize quotation standards and abide by bidding guidelines. ; The third is to do a good job in the management of the entire operation process and build a solid quality and safety defense line. ; The fourth is to focus on innovation-driven and enhance core competitiveness. ; Fifth, we must take the initiative to resist malicious competition. ; Sixth, do not touch red lines and strictly abide by industry rules. ; Seventh, coordinate policy promotion and promote the implementation of standards ; The eighth is to coordinate public opinion supervision and strengthen social co-governance.
