Should the vent from the synthetic ammonia cooler be released on-site or recycled?

The exhaust vents for the synthetic No. 1 and No. 2 ammonia coolers, as well as those of the hydrocarbonation ammonia cooler, were originally placed on-site; the fumes from them were quite irritating. After an inspection by the safety supervision agency, it was found that these vents had been in use for almost ten years, and it was deemed inappropriate to leave them on-site. As a result, major renovations were carried out, with the manual exhaust vents and safety valve exhausts being moved to a water washing and recovery system. Is this reasonable? Is it safe? How do your fellow organizations handle venting?
It shouldn’t be reasonable – venting is an emergency measure; we connect the vents directly to flares. Venting directly into the air is unsafe as it can lead to fires and other hazards
Older installations may not have ammonia flares; once a safety valve activates, it can cause severe pollution over an area of hundreds of meters. The requirements set by the safety supervision agency are correct
