The major scientific and technological project of Ningxia Petrochemical Company, titled “Development of Industrialized Complete Sets of Technologies for Large-Scale Nitrogen Fertilizers,” successfully passed the on-site technical inspection. Commissioned by the Science and Technology Management Department of China National Petroleum Corporation, the China National Petroleum Consulting Center organized experts to conduct an on-site verification of this major scientific and technological project, which is carried out jointly by our company and China Global Engineering Co., Ltd. Through a thorough systematic review, the expert group agreed that the project meets the requirements for acceptance following on-site inspection, and it is generally ready to be submitted to the Department of Science and Technology Management for formal acceptance. In 2009, the group company officially launched the implementation of the major project for the “Phase II” development of large-scale fertilizer production, namely the development of integrated industrial technologies for large-scale nitrogen fertilizers. The overall goal of this project was to create integrated industrial technologies for large-scale nitrogen fertilizers that would be owned by China National Petroleum Corporation, with a technical level that would be leading in China and advanced on the international stage. The project aimed to develop process packages for facilities capable of producing 450,000 tons of ammonia and 800,000 tons of urea per year. By 2012, such industrial production facilities were to be established within our company; in addition, we aimed to design ammonia synthesis towers independently, master the core technologies related to the design of steam reforming reactors, develop catalysts for ammonia synthesis on our own, and file 5–10 patents while creating 10–15 proprietary technologies. In May 2018, the 45/80 domestic large-scale fertilizer plant, a project independently developed and constructed by Sinopec, was successfully commissioned for the first time, verifying the feasibility and reliability of the proprietary process technologies and domestically produced equipment used in this major project. This marked a milestone in China’s efforts to develop domestically produced large-scale nitrogen fertilizer plants using natural gas as raw material. During the on-site inspection, the expert group first listened to a report on the overall situation of the project, after which the seven research teams presented reports on their respective sub-projects one by one. These reports provided detailed information on nine aspects, including the project background, overall situation, progress in fulfilling planned tasks, main achievements and practical applications, international collaborative research, intellectual property and the tangibilization of technologies, as well as an assessment of the prospects for applying these achievements. The expert group focused on examining the achievement of the quantitative indicators specified in the objectives and assessment criteria for specific applications, the original data from the completed research projects as well as the development process of innovative technologies, the role and performance of major landmark achievements, the execution of subcontract agreements and related outcome evaluations, and the preparation of materials for these evaluations. Subsequently, the expert group went to the 45/80 domestic large-scale fertilizer production facility for an inspection, to assess the actual construction and operation status of the facility, and held in-depth discussions on issues such as ensuring long-term operation of the facility and the design and application of process packages. Following on-site verification of the technical documents and responses to various questions, the expert group reached a unified opinion: the materials provided by the project team for the verification and acceptance process were in order, the relevant data and documents were reliable; the project had completed all the research tasks specified in the plan, achieved the expected results, met the requirements set for technical and economic criteria, and the management of external contractors was proper. Therefore, the team agreed to approve the project based on the on-site verification. During the on-site inspection, the expert group provided specific guidance for the continuous optimization and improvement of various projects. The leaders of our company and China Global Engineering Co., Ltd. stated that they would strictly adhere to the requirements for the acceptance of scientific and technological projects set by the group company, attach great importance to the inspection comments, organize thorough efforts for optimization and implementation, and work to promote the mature application and improved efficiency of large-scale nitrogen fertilizer production technologies based on independent intellectual property rights.
