Why is the steam consumption of the Lurgi furnace much higher than that of a fluidized bed furnace?

As the title suggests, the steam-to-oxygen ratio in the MARK4 Ruhr furnace needs to be 5; the steam consumption in space furnaces is very low. Why is the steam consumption in the Ruhr furnace so high? What if the steam decomposition rate is low?
Perhaps furnaces with high oxygen consumption have lower steam consumption
