On September 17, Inner Mongolia Boyuan Yingen Chemical Co., Ltd. and China Wuhuan Engineering Co., Ltd. held a signing ceremony at the Boyuan Building for the EP general contract regarding the alkaline processing unit in the first phase of the Alxa lignin natural alkali development project. The ceremony was presided over by Ding Ximei, vice president and chief engineer of Boyuan Group. Song Weitu, chairman of Yuanxing Energy, and Cheng Lachun, secretary of the Party committee and chairman of China Five Rings, attended the ceremony. Dai Jifeng, general manager of Boyuan Yingen Chemical, and Wang Jiayi, deputy general manager of China Five Rings, signed on behalf of their respective parties. The Alxa lignin soda ash development project was funded by Inner Mongolia Boyuan Yingen Chemical Co., Ltd., a subsidiary of Inner Mongolia Boyuan Holding Group Co., Ltd., with an investment of 18.5 billion yuan. Utilizing the abundant local soda ash resources in Alxa League, the project aims to build facilities capable of producing 7.8 million tons of soda ash and 800,000 tons of baking soda per year, including 7 soda ash production lines and 1 baking soda production line. The first phase of this project involves the production of 5.4 million tons of soda ash and 800,000 tons of baking soda, with the construction period spanning from 2021 to 2025 ； The second phase of the project will involve the production of 2.4 million tons of soda ash, with construction taking place from 2026 to 2027; the total capacity for both phases will be 8.6 million tons of natural soda ash. On January 9, 2020, Inner Mongolia Boyuan Group signed a strategic cooperation framework agreement for the development and utilization of lignin natural alkali in Alxa, Inner Mongolia, with China Fifth Ring Group, Second Chemical Construction Company, and Sixth Chemical Construction Company, which are part of China National Chemical Engineering Group; the total contract value was 11.3 billion yuan. The project will be constructed in accordance with the principles of unified planning, unified design, phased construction, and phased commissioning, with full completion and operation expected by the end of the 14th Five-Year Plan period. The agreements include: the EPC/EP General Contracting Framework Agreement for the Design, Procurement, and Construction of the Alxa Lignin Natural Alkali Development Project, the General Contracting Framework Agreement for Building Installation of the Alxa Lignin Natural Alkali Development Project, and another General Contracting Framework Agreement for Building Installation of the same project; the total contract value for the project is tentatively set at 11.3 billion yuan. The agreement came into effect on January 9, 2020, and is valid for ten years.
