Gansu Province Bidding Center Co., Ltd. is hereby commissioned to conduct a public tender for the proprietary (patented) technologies and detailed engineering design of the urea unit in Phase I of this project. I. Project Overview 1. Project owner: Jingyuan Coal Industry Group Liuhua Chemical Co., Ltd. 2. Project name: Special (patented) technologies and detailed engineering design for the urea production unit of Phase I of the Jingyuan Coal and Electricity Clean and Efficient Gasification Gas Comprehensive Utilization (Relocation and Transformation) Project. 3. Location: No. 201, Sujiadun, Dongxing Village, Wangxian Town, Baiyin District, Baiyin City, Gansu Province. 4. Funding sources: Capital funds, shareholder loans, and other financing methods. 5. Project scale: The designed production capacity of this project is 2×300,000 tons of synthetic ammonia per year, 2×350,000 tons of urea per year, 100,000 tons of methanol per year, 216 million cubic meters of (H2+CO) per year, 60,000 tons of melamine per year, 50,000 tons of urea** solution per year, 50,000 tons of liquid CO2 per year, and 2,500 tons of catalysts per year. The project is implemented in two phases. The main components of the implementation include: production facilities such as storage and transportation of raw and fuel coal, two sets of pulverized coal gasification units, air separation systems, shift reactors, low-temperature methanol washing units, sulfur recovery systems, ammonia compression units, carbon dioxide compression units (for use in gasification and urea production respectively), liquid nitrogen washing units, syngas compression units, ammonia synthesis units, and urea production units (one newly built and one relocated) ; A set of PSA gas generation, melamine, urea **solution**, methanol (relocation and renovation), catalyst and other related equipment ; The project includes three 280-ton/hour circulating fluidized bed boilers (equipped with desulfurization and denitrification systems), as well as various utility systems such as circulating water systems, water treatment systems, sewage treatment systems, reclaimed water reuse systems, and high-salinity water evaporation and crystallization salt separation systems. It also encompasses auxiliary facilities such as site layout and transportation services (including a dedicated railway line to be connected from Yinguang Group and north-south logistics routes), storage and packaging facilities, power supply and distribution systems, telecommunications systems, monitoring systems, water supply and drainage systems, heating systems, a central control room, production facilities, and gates and fences ; Facilities such as canteens and bathrooms. II. Bidding Content 1. Scope of bidding: This is a bidding process for the proprietary (patented) technologies and detailed engineering design related to the urea unit in Phase I of the Jingyuan Coal and Electricity Clean and Efficient Gasification Gas Comprehensive Utilization (Relocation and Transformation) Project. The bidder is responsible for providing the proprietary (patented) technologies for the urea unit, as well as carrying out detailed design work for all processes, layout plans, static equipment, dynamic equipment, pipelines within the boundary of the urea unit and urea solution production facilities; work related to the melamine production facility; foundation treatment (pile foundations, dynamic compaction, replacement, etc.); civil engineering (structure/construction); instrumentation and automation; electrical systems; telecommunications; heating, ventilation, and air conditioning; water supply and drainage systems; health, safety, and environmental considerations; fire protection measures (including fire alarm systems, emergency lighting systems, evacuation systems, fire hydrant systems, fire extinguisher systems, etc.); and analytical and testing services. Requirements for intelligent control: Sensors and control systems must have at least HART protocol communication capabilities, enabling the system to effectively collect and transmit various data from smart field instruments. Achieve intelligent management: intelligent handling of finished products including transportation, packaging, weighing, stacking, and loading; monitoring and early warning for major hazard sources; intelligent inspections; as well as remote and mobile terminal management functions. Provide HAZOP, LOPA, and SIL analysis reports for the urea unit. The interface division shall be based on the basic engineering design documents, and the design must take into full account effective integration with the second-phase project as well as appropriate provisions for it. 3. Construction scale: 1,300 tons of urea per day, and 166.7 tons of urea **solution per day. 4. Planned duration: From the date the contract comes into effect until the end of June 2022. 5. Quality requirements: (1) The engineering design shall be advanced, rational, energy-efficient, and environmentally friendly, in compliance with ** and industry design standards and specifications ; The design depth complies with the \"Specifications for Proprietary Technologies and Detailed Engineering Design of Petrochemical Plants\" SPMP-STD-EM2005-2016 ; In accordance with the relevant provisions of the \"Standard for Digital Delivery of Petrochemical Projects\" GB/T51296-2018, the design shall meet the tenderer’s requirements for digital delivery and be carried out in accordance with the intelligent factory model. (2) The quality of the detailed engineering design is excellent, with a 100% qualification rate for the designed products; the project achieves its designed production capacity, and after production assessments, its performance meets the requirements set by the tenderer. (3) The details and level of detailed engineering design shall meet the requirements for the procurement of general materials, the ordering and manufacturing of equipment, the construction of projects, and the stable operation of the installed facilities. (4) Provide detailed engineering design documents in phases according to the tenderer’s requirements, at specified milestones, to meet the tenderer’s project construction needs. (5) Responsible for the review of construction drawings. (6) Complete the preparation of as-built drawings. 6. Safety requirements: Strictly comply with **relevant laws and regulations on work safety; there shall be no casualties, nor any accidents involving mechanical equipment or fires and explosions. 7. Environmental requirements: Must comply with ** and local ** environmental regulations. III. Qualification requirements for bidders 1. Bidders must be independent legal entities of the People’s Republic of China, possess valid business licenses, and have the appropriate capabilities in terms of personnel, equipment, funds, etc. 2. The bidder shall possess the proprietary (patented) technology for the urea production process in this project, or have obtained authorization from the owner of such patented technology for this project. 3. Qualification requirements: Bidders must possess a Class A or higher qualification in chemical, petrochemical, and pharmaceutical engineering design, issued by the competent construction administration department. 4. Design leader: Must hold a professional qualification as a registered first-class architect or registered first-class structural engineer, as well as a senior engineer title or higher in the petrochemical field. 5. The bidder shall have sound financial conditions and shall not be under suspension of operations, with its assets seized, frozen, or in bankruptcy. Bidders must provide financial statements audited by an accounting firm or audit institution for the past three years; if the company has been in operation for less than three years, it must provide audited financial statements from its inception. For companies operating for less than one year, a credit certificate issued by a bank (original) must be provided. 6. Performance credit requirement: The bidder must not be included on the list of entities with poor credit as published on the “Credit China” website (website address: www.creditchina.gov.cn). 7. Different entities that have the same person in charge of them, or that are in a holding or management relationship, shall not bid for the same bid section or for the same tender project that has not been divided into bid sections. 8.
