Qualifications Required from Bidders 2.1 Bidders must be registered in the People’s Republic of China and possess independent legal status, as well as the right to enter into contracts independently; 2.2 Bidders must provide certification issued by the relevant construction administration authorities indicating that they have Class A or higher qualifications in the field of chemical, petrochemical, and pharmaceutical engineering, along with relevant proof such as professional titles for technical supervisors and other specialized personnel; 2.3 Bidders must provide evidence of having designed control rooms for three or more large-scale petrochemical enterprises of similar scale over the past five years; 2.4 Bidders must have good financial standing and a solid commercial reputation, and must not be under any restrictions such as being ordered to cease operations, having their bidding rights revoked, or having their assets seized, frozen, or leading to bankruptcy; 2.5 Joint bids are not accepted for this request for quotations. 3. Registration 3.1 Those who wish to submit bids should register at the Bidding Office of Henan Jin Kai Chemical Industry Investment Holding Group Co., Ltd. from January 12, 2022, to January 14, 2022. 3.2 To apply, the following documents must be submitted: ① The original qualification certificate required by this announcement (a copy shall be retained and stamped with the bidder’s official seal); ② The original power of attorney issued by the legal representative of the enterprise, along with the original ID card of the authorized person (a copy of the ID card shall be retained and stamped with the bidder’s official seal); ③ Proof of similar projects completed in the past five years (original documents and copies stamped with the official seal). 3.3 During this special period due to the pandemic, scanned copies of the original certification documents can be sent to the email address of Jin Kai Bidding Office. 4.
