Bid Announcement for the Gas Processing Unit in the Project to Build a Facility with an Annual Production Capacity of 600,000 tons of synthetic ammonia and 800,000 tons of urea at Henan Jinkai Group Yanhua Chemical Co., Ltd. Bid Conditions The BOO bid for the gas processing unit in the project to build a facility with an annual production capacity of 600,000 tons of synthetic ammonia and 800,000 tons of urea at Henan Jinkai Group Yanhua Chemical Co., Ltd. has been approved by Jineng Holding Equipment Manufacturing Group Co., Ltd. This project will be constructed under the BOO (Build-Own-Operate) model, with the project funds coming from the bidder (the investor). This project meets the requirements for bidding*, and a domestic public bidding process will be carried out via full-electronic bidding. II. Project Overview and Scope of Bidding 2.1 Project Overview: The gas processing facility for this project (including gasification, shift reaction, desulfurization and decarbonization, liquid nitrogen washing, process deoxygenation units, etc.) will be built under a BOO investment and gas supply model; the bidder shall be responsible for the investment, construction, ownership, operation and maintenance of the facility, as well as for producing the syngas required by the client. Among them: the volume of syngas compressed for ammonia synthesis: 183130 Nm3/h ； Syngas volume for methanol synthesis gas compression: 64,800 Nm3/h. 2.2 Tender Number: * 2.3 Scope and Content of the Tender: The project adopts a BOO investment model for gas supply; the tenderer assigns the right to operate the gasification facility to the winning bidder, who is responsible for the investment, construction, ownership, operation and maintenance of the project, as well as for producing the syngas required by the tenderer. Scope of the tender: It includes all tasks within the scope of the gas plant project, namely design, procurement, construction, completion acceptance, as well as the supply of syngas required by the tenderer. This encompasses, but is not limited to, assisting the tenderer with joint commissioning of its facilities, trial operations with feedstock, pilot production, performance testing, and completion acceptance. It also includes, but is not limited to, other tasks related to the project scope as well as tasks requiring cooperation during the implementation of the project. The scope of gas plant engineering mainly includes: (1) Gasification plant: coal grinding and drying, coal pressurization and feeding, gasification and syngas washing, treatment of slag and ash water, as well as the gasification plant’s auxiliary systems ； (2) Purification unit: a purification unit composed of conversion, process deoxygenation station, desulfurization and decarbonization, and liquid nitrogen washing ； (3) Gasification and purification substation, gasification and purification cabinet room ； (4) The own pipe galleries or pipe racks within the aforementioned facilities (processes), as well as all works such as pipes, cable trays, cables, anti-corrosion measures, and insulation on those pipe galleries or pipe racks; and the utility system composed of roads, underground pipeline networks, etc., within the aforementioned facilities (processes). (5) DCS, SIS, and GDS control systems for the vaporization, conversion, process deoxygenation units, desulfurization and decarburization processes, as well as the liquid nitrogen washing equipment, are installed in the vaporization and purification cabinet room ； The bidder is responsible for the design, procurement, and installation of all control systems as well as all associated equipment (including materials) within the gasification and purification cabinet room. The gasification and purification cabinet room transmits the necessary control signals via optical fibers to the plant’s central control room, to meet the requirements for operation, monitoring, and scheduling across the entire plant. The operation console for gasification and purification, the auxiliary operation console, the fire linkage control console, as well as all associated equipment (including materials) are placed in the central control room. The bidder is responsible for their design, procurement, and installation, and must also meet the design requirements specified by the tenderer. The central control room is divided into two relatively independent management and operation areas to meet the separate operational requirements of each party. (6) Transfer of proprietary/patented technologies required for the installations (processes) within the project scope, as well as transfer fees, and procurement of proprietary/patented technology equipment along with related costs ； (7) All costs and expenses associated with the procurement and transportation process, including expenses for overseas site visits and design review meetings required for the aforementioned equipment (processes) – should any such equipment be needed – as well as customs clearance fees, all taxes and duties, and handling fees. For detailed details and scope, please refer to Chapter 5 of the tender documents. Project construction period: The project shall be completed and put into operation within 18 months after the contract is signed, so as to meet the gas supply requirements. Operation and service period: 20 years (including the construction period). Quality standards: Must meet **, industry-related regulations, specified acceptance criteria, and the requirements outlined in the tender documents. Qualification review method: post-qualification review. III. Qualification Requirements for Bidders 3.1 Bidders must be registered within the People’s Republic of China, possess independent legal person status, hold a valid business license as a corporate entity, and have the capability to invest in and construct large-scale gasification and purification facilities, as well as the expertise in the professional management and technical operation of industrial gases ； 3.2 The bidder shall be in good financial condition, with a debt-to-asset ratio of less than 65% as of the end of the previous year; the net cash flow from operating activities for the past three years (2018–2020 or 2019–2021) shall be positive, and there shall be no significant non-performing assets or poor-quality investment projects ； 【Note: The end of the year referred to in this clause is the last year of the most recent three consecutive years (2018–2020 or 2019–2021).】 3.3 The bidder must have one or more valid achievements over the past five years (from January 1, 2017, to the date of issuance of the tender announcement for this project), in which HT-L powder gasification technology was used for the construction and operation of syngas production facilities in the Chinese mainland (as evidenced by documents such as award notices or contracts) ； 3.4 The bidder shall have a good business reputation and sound financial conditions, shall have committed no significant violations of laws or regulations in its economic activities, and shall have no major record of dishonesty in the bank, industrial and commercial, or tax credit systems that could affect the implementation of this project ； No bid-rigging, serious breaches of contract, or major quality or safety incidents in the past three years ； 3.5 Units whose responsible persons are the same, or those that have a controlling or managerial relationship with each other, shall not bid for the same bid section or for the same tender project that has not been divided into bid sections. 3.6 Bidders shall not be included on the list of entities subject to disciplinary action for credit violations by the Supreme People’s Court on the “Credit China” website (www.creditchina.gov.cn) or on provincial or higher-level credit information sharing platforms ； It shall not be subject to regulation by the administrative authorities for industry and commerce on the “**Enterprise Credit Information Publicity System” ； It is included on the list of enterprises with serious violations and dishonesty (blacklist) at (www.gsxt.gov.cn). This project accepts bids from consortia. IV. Acquisition of Tender Documents 4.1 Acquisition Period: From 12:00 on March 4, 2022, to 17:00 on March 14, 2022 (Beijing Time). 4.2*Bid price: 500 RMB per bid section (package); the tender documents cannot be refunded after purchase.
