Project Overview and Scope of Procurement 2.1 Project Name: Online Monitoring System for Rainwater Outlets for the Relocation, Upgrading and Technical Reform Project of Jiangsu JinKong Equipment Xin HengSheng Chemical Co., Ltd., with an annual production capacity of 400,000 tons of synthetic ammonia and 600,000 tons of urea； 2.2, Project Number: ZKHW2022-05-111 ； 2.3 Source of funds: Self-funded ； 2.4, Procurement Content: Online Monitoring System for Rainwater Outlets Project ； 2.5 Delivery period: Construction of the flow meters and the monitoring chamber shall begin within one week after the signing of the construction contract; the installation and commissioning of the other testing facilities shall be completed by November 2023. ； 2.6 Delivery status: Delivery in sheet form; all monitoring equipment is equipped with factory certification certificates and product qualification certificates. ； 2.7 Delivery location: No. 199, Development Avenue (Daqiao West Road), Economic Development Zone, Xinyi City, Jiangsu Province, at the location designated by the tenderer at the project construction site. 3. Qualification requirements for participating in negotiated procurement 3.1 The entity must be registered within the People’s Republic of China, possess independent legal person status, have a good reputation in society and the ability to fulfill contracts, and be capable of providing advanced and reliable products, professional technical expertise, as well as excellent after-sales service. 3.2 Over the past three years, there have been no instances in bidding processes or other business activities where the company was subject to warnings by relevant authorities or had its cooperation terminated due to bribery, collusive bidding, fraud, or other illegal or irregular behaviors. 3.3 Different entities that have the same person in charge or are in a holding or management relationship shall not bid for the same bid section, nor shall they bid for the same tender project that has not been divided into bid sections. 3.4 Possess a good social reputation and the ability to fulfill contracts, capable of providing advanced and reliable products as well as excellent after-sales service ； The product features advanced technology, excellent quality, and stable performance. 3.5 Bidders shall not be included by the administrative authorities for industry and commerce on the \"**Enterprise Credit Information Publicity System\" in the list of \"Enterprises with Serious Violations and Dishonesty\"” ； The legal representative shall not be included by the Supreme People’s Court on the “Credit China” website in the list of persons who fail to fulfill their obligations. 3.6 Joint bids are not accepted for this tender. 4.
