Announcement on the Tender for Process Cost Consulting Services for the Methanol-to-Olefins and Downstream Deep Processing Integrated Project of Guangxi Huayi Energy Chemical Co., Ltd. Author/Source: Date: 2022-11-22 Clicks: 15 1. Tendering Conditions The Methanol-to-Olefins and Downstream Deep Processing Integrated Project of Guangxi Huayi Energy Chemical Co., Ltd. (hereinafter referred to as “this project”) has been registered with the Qinzhou Development and Reform Commission (project code: 2203-450704-04-01-634533). The tenderer is Guangxi Huayi Energy Chemical Co., Ltd., and the funding for the project comes from the company’s own funds as well as bank loans. The cost consulting services for this project are now ready for bidding, and public bidding is being conducted. 2. Project Overview and Scope of Bidding 2.1 Name of the bidding project: Cost consulting services for the methanol-to-olefins and downstream deep processing integrated project of Guangxi Huayi Energy Chemical Co., Ltd. 2.2 Location of construction: Qinzhou Port Area, China (Guangxi) Free Trade Pilot Zone. 2.3 Capital investment for construction: approximately 13 billion yuan. 2.4 Planned completion date: Production is scheduled to begin by the end of 2026. 2.5 Main units: methanol-to-olefins unit, vinyl acetate unit, EVA unit, and associated auxiliary facilities. It covers an area of about 52.4 hectares. 2.6 Scope of the tender: 1) Review of the preliminary estimate for the foundation design. 2) Preparation of the commercial quotation form in the EPC tender documents, and establishment of the EPC tender control price ； Preparation of the bill of quantities and control price for PC or C tender documents. 3) Business bid evaluation work ； 4) Prepare the construction drawing budget for the PC contract, as well as the construction drawing budgets for any additional elements that arise during the project construction process ； 5) Review of the prices of new equipment/materials under EPC, PC, or C contracts, as well as the estimated prices for certain equipment/materials ； 6) Review costs related to on-site visas, changes, ad-hoc assignments, or emergency assignments for EPC, PC, C, miscellaneous projects, and other contracts ； 7) Prepare cost indicators for various expenses required during the construction of buildings, installations, and other projects as requested by the tenderer ； Provide the tenderer with all the cost-related information required during the project construction process ； 8) Costs arranged by the tenderer or other tasks related to cost management. For the above review items, apart from business bid evaluation and basic design review, formal outcome documents signed by cost engineers and stamped by the relevant organization must be provided, along with the corresponding electronic versions (editable format and PDF scan). Among them, the format of the commercial quotation sheet in the EPC tender documents is prepared in this way, as is the preparation of the control price for EPC tenders; whereas for PC or C tender documents, the quantity lists and control prices are quoted using rate-based methods ； On-site project services are quoted in the form of a comprehensive unit price per man-day. If new EPC, PC, or C packages are added, the corresponding costs shall be based on similar rates for comparable work, or calculated at a unit price per man-day. The on-site service personnel for the project shall work jointly with the tenderer in the tenderer’s office, and the number of man-days will be determined based on attendance records. The location for on-site services during the project’s preliminary phase is No. 4280 Longwu Road, Minhang, Shanghai, while the location for on-site services during the project construction phase is Qinzhou Port, Qinzhou City, Guangxi. If the winning bidder becomes overloaded with work during the provision of cost consulting services and is thus unable to carry out this work properly, if they fail to complete the consulting tasks within the time frame required by the client, if the quality of the consulting services is poor, or if the personnel assigned violate the relevant work and labor discipline rules set by Huayi Group, or if they are late, leave early, or are lazy in their work, the client has the right to assign some of the tasks to other cost consulting firms for completion. 2.7 Service period: From the date when this contract is signed and comes into effect until the completion and acceptance of this project, in line with the progress of project implementation. 2.8 Tendering organization method: Entrusted tendering. 2.9 Quality requirements: Comply with **, current industry regulations and standards, as well as the requirements of the tenderer; carry out cost consultation services during the project construction period in accordance with relevant provisions, as detailed in Chapter 6 and other relevant sections of the tender documents. 3. Bidder Qualification Requirements 3.1 Bidders shall possess the following qualifications, capabilities, and reputation: (1) An independent legal entity registered within the People’s Republic of China ； (2) Has obtained the Class A qualification certificate for engineering cost consulting issued by the construction administration department ； (3) Performance requirements: Since 2017, have undertaken consulting services for the cost estimation of chemical engineering construction projects with a total investment of over 1 billion yuan. (4) Financial and operational requirements: Not in a state of bankruptcy, asset freeze, seizure of property, suspension of operations, or cancellation of bidding qualifications; with sound financial conditions over the past three years, and sufficient assets and capabilities to effectively fulfill the contract. 3.2 Joint bids are not accepted for this tender. 3.3 Requirements for the responsible persons: The person in charge of cost consulting and the on-site supervisor (hereinafter collectively referred to as the project responsible persons) must possess the professional qualification of a registered cost engineer and be registered with the bidder’s company. The project leader is required to have over 10 years of experience in providing cost consultation services for chemical engineering construction projects, and experience as a leader in such projects with a total investment of over 1 billion yuan. 3.4 Method of qualification review for this tender: post-qualification review. 3.5 Additional notes: ① The above requirements regarding corporate qualifications and personnel qualifications do not include temporary qualifications ； ②The above-mentioned bidder’s performance records can be supported, unless otherwise specified, by consultation contracts, award notices, and settlement verification forms (signed and sealed by the owner, the cost consulting service provider, and the construction contractor) as proof. ③The performance certificates for the above-mentioned personnel are copies of documents such as approval forms signed by the relevant persons, review reports, and certification materials issued by the client. ④Unless otherwise specified, “the above” as mentioned in this announcement includes itself ； ⑤It is required that neither the bidding company nor the proposed project leader have any adverse records that are currently under notification or public disclosure ； ⑥Project leaders and heads of various specialties are required to be registered with the bidder’s company, and they must provide proof of social insurance issued by the local social security office, showing coverage for more than six consecutive months starting from 2022. ⑦Bidders shall commit to meeting the requirements set out in this tender document regarding a relatively stable project cost consulting team that is available on call at any time; otherwise, their tender documents will be rejected. 3.6 Tenderer’s suggestions: Since the cost consulting services for this project are intended for the chemical industry, in order to better meet the requirements of this project, it is necessary that the project manager and the supervisors for various specialties be familiar with Sinopec Group’s current regulations such as the \"Petrochemical Construction Project Bill of Quantities Pricing Method,\" \"Petrochemical Installation Project Estimation Indicators,\" \"Petrochemical Construction Project Estimation Quotas,\" and \"Comprehensive Quotas for Petrochemical Construction Projects,\" as well as the associated pricing software known as the \"Petrochemical Construction Project Cost Control System.\" 4.
