In the \"Regulations on Safety Inspection of Fixed Pressure Vessels\" TSG-21-2016, pressure vessels are defined as follows: 1. The maximum operating pressure is greater than or equal to 0.1 MPa； 2. The inner diameter is 15 centimeters or more, and the volume is 0.03 m3 or more ； 3. The medium contained is a gas, a liquefied gas, or a liquid whose maximum temperature is equal to or higher than its standard boiling point. My question is why a third condition has to be specified? Are the first two sufficient?
15 centimeters is not a legal unit of measurement.
