General requirements: In line with the three-year campaign for the special rectification of safety production in the chemical industry across the province, it is necessary to conduct a comprehensive investigation, take strict action against, and systematically address illegal and unlawful small-scale chemical manufacturing operations. Through targeted rectification efforts, the current situation regarding illegal and unlawful small-scale chemical enterprises is identified; lists and records are established categorized by type. By addressing both the symptoms and root causes, potential hazards are eliminated promptly and completely ; Establish and improve a regular joint supervision mechanism to effectively prevent the resurgence of illegal and unlawful small-scale chemical enterprises, eliminate potential accident risks at their root, safeguard the lives and property of the people, and promote stability in safety production as well as the safe and sustainable development of chemical enterprises. II. Rectification Tasks (1) Conduct a comprehensive survey of all types of “small-scale chemical enterprises”. 1. Conduct a comprehensive inspection. Pay special attention to inspecting the following locations and enterprises: first, whether chemical processing facilities are installed in the factory buildings (warehouses) of idle, abandoned, or closed-down enterprises, as well as in abandoned farms, unused residential houses, remote areas, and other such sites ; Secondly, there are enterprises named after terms such as “biology,” “new materials,” “chemical engineering,” “chemistry,” “coatings,” “fertilizers,” and “pharmaceuticals.” ; Third are the locations where transport vehicles frequently come and go ; Fourth are small enterprises with a sudden increase in power consumption or electricity usage ; Fifth, whether existing chemical enterprises rent out their factories and equipment. 2. Identify illegal and unlawful enterprises. (II) Crack down strictly and swiftly on illegal, unlawful, and irregular acts. (III) Enforce strict accountability to ensure that the rectification efforts yield practical results. (IV) Establish and improve a regularized joint supervision mechanism. III. Division of responsibilities: The special rectification campaign against illegal and unlawful \"small-scale chemical enterprises\" is under the unified leadership, command, and organization at all levels. The relevant departments directly under the province provide supervision and guidance in accordance with relevant laws and regulations as well as their respective responsibilities. (1) Office of the Provincial Safety Committee: Responsible for formulating work plans, urging local authorities and relevant provincial departments to carry out their tasks, and monitoring the progress of rectification efforts. (II) Provincial Emergency Management Department: Responsible for guiding and supervising emergency management departments at all levels in carrying out inspections and rectifications regarding activities such as the production and storage by hazardous chemicals manufacturing and trading enterprises beyond the limits permitted by their licenses, the illegal rental of factories and equipment, as well as the lending or renting out of safety production licenses, and for taking legal action against such violations. (III) Provincial Department of Industry and Information Technology: Responsible for guiding and supervising industry and information technology departments at all levels to carry out inspections and rectifications regarding cases of industrial enterprises (those that do not engage in the production, use, or storage of hazardous chemicals) producing beyond their permitted limits, non-chemical enterprises producing chemical products without authorization, as well as illegal rentals of factories and equipment. (IV) Provincial Market Regulation Department: Responsible for guiding market regulation agencies at all levels to work together with relevant departments to investigate and deal with the unlicensed operation of chemical enterprises (that are not hazardous chemicals) in accordance with the law, and encouraging enterprises to obtain business licenses legally. Responsible for guiding market supervision departments at all levels to provide relevant departments at the same level with information on market entities labeled as belonging to the categories of \"biotechnology\", \"new materials\", \"chemical industry\", \"chemistry\", \"coatings\", \"fertilizers\", \"pharmaceuticals\", etc. (5) Provincial Department of Ecology and Environment: Responsible for guiding and supervising ecological and environmental departments at all levels in conducting inspections and taking action to address issues related to enterprises that have not obtained the necessary environmental impact assessment approvals, as well as for enforcing relevant laws in such cases. (VI) Provincial Department of Transport: Responsible for urging transport departments at all levels to provide big data on the tracking information of vehicles used for transporting hazardous chemicals. (7) Provincial Energy Bureau: Responsible for guiding power companies to prepare lists of power consumers and those with a sudden increase in electricity consumption in the short term. Timeline: From October 2020 to July 15, 2021, it will be carried out in three phases. (1) Mobilization and deployment (October 2020). (II) Investigation and rectification (November 2020 to April 2021). (III) Consolidation and improvement (May 2021 to July 15, 2021). V. Work Requirements (1) Strengthen organizational leadership. All cities and counties must raise their political awareness further, firmly uphold the principles that life comes first and safety is of utmost importance. The principal officials responsible should take proactive actions to strengthen leadership over the special rectification efforts targeting illegal and unregulated small-scale chemical manufacturing operations. This special rectification should be regarded as an important part of the three-year action plan for ensuring safe production of hazardous chemicals; it needs to be considered in an integrated manner, with coordinated planning and oversight, in order to achieve tangible results. (II) Advance effectively and in an orderly manner. All cities and counties must organize relevant departments to carry out specialized rectification efforts in a coordinated manner, adopting a \"regulatory officials + experts\" approach to conduct thorough inspections across all aspects and areas. This is to prevent mere formalities from being carried out, ensuring that all small-scale chemical enterprises are inspected, and that those that operate illegally are dealt with in accordance with the law. It is necessary to strengthen the supervision and monitoring of the progress of the special rectification efforts in this region, to ensure that such efforts are carried out in an orderly manner. (III) Strengthen supervision and assessment. It is necessary to strengthen supervision and assessment of these targeted rectification efforts. Those who fail to carry out proper work due to perfunctoriness, formalism, or bureaucratic practices, resulting in unclear situations, inadequate rectification, or insufficient enforcement, must be held strictly accountable in accordance with laws and regulations, so as to ensure that all tasks are completed on schedule. The Office of the Provincial Safety Committee will continue to monitor and coordinate the special rectification efforts. Relevant departments at the provincial level are tasked with inspecting and supervising the special rectification actions targeting illegal and unlawful small-scale chemical manufacturing operations; those areas that make slow progress or fail to carry out their tasks adequately will be subject to criticism and public exposure, while in severe cases, the responsible parties will be summoned for accountability. The special campaign in Jilin Province to address illegal and unlawful small-scale chemical industries will begin this month. Various departments will carry out their respective tasks to conduct thorough inspections and take measures to address the safety issues associated with these small-scale chemical operations, thereby eliminating such risks at their source and helping to maintain a stable situation in terms of safety production as well as promoting the safe and sustainable development of chemical enterprises.
