To improve skills, enhance quality, ensure safety, and promote the development of hazardous chemicals production. Taking the construction of safety production training bases as a starting point, the Liaocheng Chemical Industry Park in Shandong Province has worked to comprehensively improve the inherent safety levels of both the industrial park and its enterprises, as well as to enhance safety skills in high-risk industries. It has developed what is known as the \"Luxi Model\" for such training bases, laying a solid foundation for maintaining a stable safety situation and achieving high-quality development in these high-risk industries. http://p9.itc.cn/images01/20201017/e22c00b6c8f74704b392ce43fbecdda1.png I. Conduct thorough research, pilot projects first, and clarify the direction for the development of training facilities. There are 14 hazardous chemical manufacturing enterprises in the Liaocheng Chemical Industry Park in Shandong Province; these enterprises deal with 21 types of hazardous chemicals that require strict supervision, 13 types of hazardous chemical processes, 61 major hazard sources, as well as 13 types of chemicals under monitoring as listed by the Office for the Prohibition of Chemical Weapons. As the scale of the park grows, the contradictions arising from the complexity of production processes and equipment, along with the low skill levels of employees, become increasingly prominent. II. Based on practical considerations and through various measures, efforts are made to enhance the efficiency of the training facilities. These facilities are equipped with functional areas such as a chemical engineering training area, a welding training area, an equipment inspection and maintenance training area, an instrumentation training area, and an electrical operation and maintenance training area, which can effectively meet the basic skill training needs of workers in different categories. The comprehensive safety training area is equipped with 8 training devices for high-risk operations, as well as 8 experience facilities such as those simulating falls from heights, impacts from helmets, and use of impact-resistant shoes. It also includes programs for warning and education through accident cases. These facilities enable the simulation of work scenarios in production environments, allowing for practical training and assessments related to safety procedures for high-risk tasks such as electrical work and welding. This helps employees master not only basic skills but also comprehensive safety skills. The training base continuously improves and refines the training courses based on the actual production conditions in enterprises. In 2018, with a focus on improving the operational skills of staff, a large-scale comprehensive training area for high-risk tasks was designed and established, equipped with comprehensive safety production training devices, to enhance the learning and application of safety analysis tools prior to carrying out tasks. In 2020, with a focus on \"enhancing employees’ awareness of risks and their adherence to operational standards,\" a new HAZOP analysis training program was introduced. This allowed employees to participate in the analysis process, enabling them to fully understand and intuitively grasp the basic principles and methods of process hazard analysis, thereby improving the quality and effectiveness of HAZOP analyses. A multi-dimensional integrated training program is offered, incorporating theoretical lectures, practical training, DCS simulation, and accident case analysis. There are 10 specialized courses, including safety experience and case analysis, chemical process operations, instrument control programming, and welding practice, along with 64 accompanying courses. E-books and teaching videos have been developed and are updated regularly to expand the training content, thereby fully leveraging the role of theoretical knowledge in guiding practice and enhancing practical skills. III. Improve systems, strengthen evaluation, and refine the teaching model in training bases. Based on actual production conditions, specific assessment contents, evaluation criteria, as well as corresponding reward and penalty measures have been established. Integrate training at the practical training center into the overall employee training program; organize regular training sessions for employees there, and integrate this with their career development, promotion opportunities, comprehensive evaluations, as well as the performance of the organization. Instead of providing one-time rewards, the compensation is now part of the regular salary, guaranteed on a monthly basis and offering benefits for life. A system of responsibility held by the top leader of each unit is implemented, and advanced individuals in skill development are recognized and rewarded, thereby effectively motivating employees to improve their skills. Educational credits are assigned based on specialized fields and different levels, and the effectiveness of employees’ training is assessed; the results of these assessments are linked to an individual’s monthly comprehensive evaluation. Only after passing the preliminary assessment organized by the training base can one take the advanced technician skill assessment. Adhere to the \"four mandatory trainings\": mandatory training for new employees, mandatory training for employees changing positions, mandatory training for those seeking title promotions, and mandatory training for cadres being promoted, ensuring that all employees are covered by training assessments. IV. Strengthening evaluation has yielded significant results, providing enterprises with high-quality talent for their development. http://p1.itc.cn/images01/20201017/a37f1802db1648f0955e2615df00c87e.png Since its establishment and operation, the training facility has improved employees’ capabilities in safety management and professional operations through curriculum-based training and practical exercises, thereby supplying enterprises with highly skilled and qualified personnel. It has also achieved excellent results in various ** and provincial chemical skills competitions. Since September 2016, a total of over 189,000 employee trainings and practical sessions have been conducted. Of these: 110,000 cadres and employees at various levels, 75,000 new employees, and 4,280 employees who have changed positions. A total of 17 types of vocational skill assessments have been conducted, with 9,649 individuals holding certificates at various levels and for different types of occupations. Cadres and employees who have reached a certain level of professional skill through training, assessment, and competitions return to their posts as mentors, instructors, and evaluators, bringing training activities directly to the production front line, which has resulted in a decrease in both the number of production safety accidents and the frequency of accident warnings. A four-level skills competition platform has been established from top to bottom, covering all types of job positions in production operations, business management, and logistics services. More than 3 million yuan was awarded to employees in 2017, 2018, and 2019. Through internal competitions within the group, athletes are actively encouraged to participate in provincial and municipal skill competition events; from 2017 to 2019, 15 teams won first and second prizes in team competitions at various levels ； One person was awarded the title of \"National Technical Expert\", one person received the \"Shandong Province May 1st Labor Medal\", and another person got the \"Shandong Province Prosperity and Development in Industry Labor Medal\". Many others were honored with titles such as \"Technical Expert in Shandong Province’s Chemical Industry\" and \"Top Technician in Shandong Province’s Chemical Industry\". Liaocheng in Shandong Province trains its workforce through safety training centers, and it shares the experiences and practices related to the development of such centers as well as the improvement of skill training for enterprise employees, thereby contributing to the further enhancement of safe production and high-quality development in the local chemical industry parks.
