Regarding ground torches

Could any teacher please explain whether ground torches can burn for a long time, and what are the relevant standards and regulations?
If it’s a torch, why can’t it burn for a long time? It can be either on the ground or elevated.
Our company wants to burn the continuously emitted waste gas using a ground-based flare; we are concerned that there may be specific requirements for such flares, and we would like to know if there are any relevant standards or guidelines

Has the amount of exhaust gas exceeded the maximum handling capacity of the original flare, and do the components of the exhaust gas meet the requirements for flare gas emissions?
