On the 24th of the month, a review meeting for the basic engineering design of Guangxi Huayi Energy Chemical Co., Ltd.’s 220,000 tons per year oxalic acid production project was held in Shanghai, organized by the Technology Development Department of Huayi Group. After review by 14 experts from the group, relevant industry enterprises, and design firms, the design of the project’s infrastructure has been successfully approved. Du Lijun, General Manager of the Group’s Technology Development Department, attended the meeting. Meng Qingjun, the company’s Chief Engineer, was also present, while He Nan, Deputy General Manager of the Group’s Technology Development Department, served as the chairperson of the meeting. At the review meeting, Meng Qingjun provided a detailed overview of the overall progress of the project, while the design firm, Hualu Engineering Technology Co., Ltd., gave an explanation regarding the design details and schedule. The review panel members are divided into 5 groups, which conduct a comprehensive review of the project’s preliminary design documents from various aspects including overall design (process, layout, HSE), equipment, instrumentation, electrical and telecommunications systems, utility systems, as well as civil engineering and cost estimates. The expert group unanimously agreed that the process flow design and overall layout of the project are reasonable, and the utility systems and supporting facilities are well-developed ; The measures related to environmental protection, safety, occupational health, and fire prevention implemented in this project comply with the relevant national laws and regulations as well as industry standards. At the same time, the expert group also put forward optimization suggestions regarding certain aspects of the basic engineering design. On October 15, the project passed the energy efficiency report review. The 220,000 tons per year oxalic acid project (project code: 2501-450704-04-01-775277) is a new project, located within the Guangxi Huayi Energy Chemical Plant in the Qinzhou Petrochemical Industrial Park, Guangxi. Main construction contents and scale: The project will not require additional land; it mainly involves the construction of an oxalic acid production facility with an annual capacity of 220,000 tons (including 2 units of crystallization water), as well as a substation. Other utility systems and auxiliary facilities will make use of the existing facilities in the plant. The total investment for the project is 454,990,000 yuan, of which 1,889,000 yuan is allocated to environmental protection measures, accounting for approximately 0.42% of the total investment. The main environmental protection investments relate to the treatment of wastewater, exhaust gas, and solid waste during the construction and operation phases, as well as environmental monitoring. Project Overview Project Code: 2501-50704-04-01-775277. Construction unit: Guangxi Hua Yi Energy Chemical Co., Ltd. Construction site: The reserved land of Guangxi Hua Yi Energy Chemical Co., Ltd., located at No. 1 Dolphin Road, Petrochemical Industrial Park, Qinzhou Port Economic and Technological Development Zone, Qinzhou City, Guangxi. Construction scale and main construction contents: The project will produce 217,200 tons of oxalic acid per year, with 110,700 tons of methanol as a by-product. The main facilities to be constructed include an oxalic acid production plant with an annual capacity of 220,000 tons (including 2 units of crystallization water), a refrigeration station, an air compression station, and a power substation; the remaining utility systems and auxiliary facilities will make use of the existing facilities in the plant area. Project construction schedule: The project is scheduled to start construction in October 2025 and go into operation in November 2026.
