On October 9, an tender announcement was issued for the public bidding of the overall design, preliminary design, and technical services related to the hydrogen purification unit (including hydrogen production via dry gas conversion) as part of the Guoneng Ordos Chemicals Ordos Coal Liquefaction Upgrade Demonstration Project. Project Overview: The Ordos coal liquefaction upgrade demonstration project involves the construction of a new coal direct liquefaction production line with an annual capacity of 2.2 million tons, and a coal indirect liquefaction production line with an annual capacity of 800,000 tons; it is also equipped with a coal-to-gas system with a capacity of 1.2 million Nm3/h. The coal-to-gas system provides hydrogen for direct coal liquefaction and syngas for indirect coal liquefaction, while also supplying gas for the 180,000 t/a indirect coal liquefaction plant in the preliminary project. The construction site of this project is adjacent to the previous project and covers an area of approximately 312 hectares. The main construction elements include 18 process units such as coal liquefaction, hydrogenation stabilization, oil synthesis, oil processing, and gasification, along with utility systems and auxiliary facilities. The site for the construction of this project is located in the Shengyuan Industrial Park of the Erdos Mengsu Economic Development Zone in Inner Mongolia, to the north of the previously built and operational facilities. It is approximately 35 kilometers away from Aletengxire Town in Yijinhuoluo Banner, 80 kilometers away from Dongsheng District, and 200 kilometers away from Baotou City. The total construction period for this project is 46 months, starting from the approval of the feasibility study; the tentative completion date is set for August 20, 2028. The above project information is subject to the latest version of the feasibility study report. The hydrogen purification (including hydrogen production via dry gas conversion) unit for this tender consists of four units, namely the purified reformate hydrogen purification unit, the purified dry gas hydrogen purification unit, the dry gas conversion hydrogen production unit, and the oil-washed dry gas hydrogen purification unit. The purified transformed gas hydrogen purification unit (product hydrogen pressure level: 5.5 MPa) consists of pressure swing adsorption units PSA1 and PSA2, a PSA off-gas pressurization compression unit, and 3 processing steps ; The purified dry gas hydrogen extraction unit (product hydrogen pressure level: 3.0 MPa) consists of four processes: the purified dry gas compression unit, the purified dry gas PSA unit, the hydrogen extraction PSA product hydrogen compression unit, and the hydrogen extraction PSA off-gas compression unit ; The dry gas conversion hydrogen production unit (with product hydrogen pressure of 3.0 MPa) consists of a dry gas conversion hydrogen production unit, a product hydrogen compression unit for dry gas hydrogen production, and a PSA off-gas compression unit – a total of 3 processes ; The oil-washed dry gas hydrogen purification unit (product hydrogen pressure level: 5.5 MPa) consists of a pressure swing adsorption PSA unit, an exhaust gas compression unit for hydrogen extraction from the oil-washed dry gas PSA unit, and these two processes. Plant scale: Two PSA units for purifying and converting gas are to be constructed, with an effective gas (CO+H2) treatment capacity of 275,000 Nm3/h each ; 1 set of PSA unit for oil-washed dry gas with an effective gas (CO+H2) processing capacity of 80,000 Nm3/h, and 1 set of PSA unit for purified dry gas with an effective gas (CO+H2) processing capacity of 90,000 Nm3/h ; 1 set of dry gas conversion hydrogen production unit with a product hydrogen capacity of 80,000 Nm3/h.

Technical approach: The People’s Government of Yijinhuoluo Banner adopts a processing route of \"coal liquefaction – hydrogenation stabilization – hydrogenation reforming\". It relies on a new generation of coal direct liquefaction technology with complete independent intellectual property rights, using Shendong Shangwan coal or Bulianta coal as the feedstock for gasification. Project investment: The total planned investment for the project is 36.5 billion yuan. Product portfolio: The products mainly include vehicle diesel, military diesel, aviation kerosene, naphtha, liquefied gas, pitch coke, etc.
Winning bid information: For the Ordos Coal Liquefaction Upgrade Demonstration Project of Guoneng (Ordos) Energy and Chemical Co., Ltd., the services related to the overall design, foundation design, and technical support for the air separation unit and coal gasification unit were awarded to Hualu Engineering Technology Co., Ltd. The amount of the contract was 1,000,010 yuan. For the same project, the services related to the overall design, foundation design, and technical support for the wastewater stripping and phenol recovery units were awarded to Saiding Engineering Co., Ltd., with a contract value of 1,010,000 yuan. Regarding the sulfur recovery unit for this project, the services including technical licensing, process package development, training, overall design, foundation design, and technical support were provided by Shandong Sanwei Chemical Group Co., Ltd., at a cost of 12,270,000 yuan. Finally, the services related to the technical licensing, process package development, training, and technical support for the phenol recovery unit were provided by Qingdao Junyang Chemical Technology Co., Ltd., at a cost of 1,690,000 yuan
