Are there any principles regarding whether the inlet of a vertical storage tank should be located at the bottom or the top?

It is quite common for the inlet of storage tanks to be located at both the bottom and the top. I’m not sure what the difference between these two is. Apart from the fact that the pipe at the top needs to extend into the tank up to a distance of 200 cm from the bottom, is there any principle that determines when it’s better to feed the tank from the bottom and when it’s better to do so from the top?
GB50160-2018 Flammable Liquid Storage Tanks 6.2.24 The feed pipe of the storage tank shall be connected at the lower part of the tank body； If access from above is necessary, it should be extended to a distance of 200 mm from the bottom of the tank.
Won’t the oil entering at the bottom of the tank flow back out? Will the pump be under a lot of pressure if there is too much oil? What measures have been taken?

Leakage is indeed a key issue; for pipes using carbon dioxide, it is necessary to position the outlet as high as possible
