This document was issued by the Shandong Transportation Department, requiring that emergency shut-off valves be equipped with a manual function. However, the opinion from the instrumentation team is that valves in a SIS system should not have any operational functions. How should this be understood? What do everyone think?

Emergency cut-off valves are not necessarily part of the SIS system either
Don’t all emergency shut-off valves need to be integrated into the SIS system? Can’t use two systems at the same time?
It’s just my personal understanding; please consider it as a reference. It is either “two key points and one major issue”, or, after evaluation, if it needs to be included in SIS, then it must be added. If SIS is not required after evaluation, the necessary protection measures shall be implemented using DCS control
Generally speaking, one should follow the orders of one’s direct supervisor. Additionally, assuming this is a hazardous material storage tank, it should be a SIS emergency shut-off valve. Does the manual operation function refer to the installation of a manual switch outside the tank bund? That’s only fair.
The SIS system is related to major hazard sources
1. Which specification states that valves in the SIS system shall not have any operational functions?； 2. This operational function is only for shutting the valve in emergency situations; it is not intended for frequent opening and closing as part of process control. 3. The emergency shut-off valves at the land-water junctions specified in the terminal codes also have remote and local operation functions, but they are not long-stroke valves.
It has always been a requirement to bring a manual; it’s nothing new. Where did the idea come from that a sis can’t use a manual?
