Typically, no equipment is placed beneath chemical industry pipe racks. In some cases, pumps may be installed there. Apart from that, is it possible to place other types of equipment beneath the pipe racks? Such as gas pressure regulation cabinets (Class A), etc.
Code for Design of Oil Depots 9.1.7 has nothing to do with this
Considering equipment inspection and maintenance, try to arrange them on one side of the pipe gallery.
