Recently, the Ecology and Environment Bureau of Wuhai City in Inner Mongolia Autonomous Region issued a public notice regarding the approval opinions on the environmental impact assessment documents for the proposed construction projects. Project Name: Modification Project for Phase 1 of the Inner Mongolia Junzheng Chemical Co., Ltd. green and sustainable circular industry project – 2×300,000 tons per year of BDO and 2×120,000 tons per year of PTMEG, as part of a project that also involves 2×600,000 tons per year of BDO and 2×1,000,000 tons per year of PBAT/PBS/PBT/PTMEG. It is reported that the project commenced construction in April 2023 and entered the trial production phase on June 12, 2024. During the construction and trial production phases of the project, it was found that there were significant changes in the actual construction details as compared to those approved in the environmental impact assessment: according to the original approval, the methanol decomposition unit of the PTMEG production facility generated methyl acetate organic waste liquid, which was classified as hazardous waste and had to be disposed of by qualified entities ; During the actual construction process, an azeotropic distillation tower was added to the PTMEG synthesis unit to distill the methanol-methyl acetate mixture; this resulted in an increased use of methanol as well as more methyl acetate by-products. The quality parameters of the extracted methyl acetate meet the requirements for qualified products as specified in \"Methyl Acetate for Industrial Use\" (HG/T5626-2019), and it is sold as a by-product. Therefore, the construction unit submitted the environmental impact assessment document for the construction project for approval again. Project Overview: Project type – new construction. Investment amount: The total investment is 13 billion yuan, of which 7 billion yuan is allocated to Phase 1 and 6 billion yuan to Phase 2. Constructor: Inner Mongolia Junzheng Chemical Co., Ltd. Location of construction: Wuda Industrial Park, Wuhai City, Inner Mongolia. Land area: The land area for Phase 1 of the project is 390,000 m2, while that for Phase 2 is 230,000 m2; in total, this amounts to 620,000 m2. Construction scale: The scope of construction under evaluation includes a green and sustainable circular industry project involving 2×600,000 tons per year of BDO, as well as 2×1,000,000 tons per year of PBAT/PBS/PBT and PTMEG. For the first phase of this project, there are plans for 2×300,000 tons per year of BDO and 2×120,000 tons per year of PTMEG. This first phase is divided into two sub-phases, namely Phase 1.1 and Phase 1.2, with identical construction contents for each sub-phase. The specific construction tasks for each sub-phase are as follows: ① 100,000 tons per year of acetylene; ② 400,000 tons per year of formaldehyde; ③ 300,000 tons per year of BDO (1,4-butanediol); ④ 120,000 tons per year of PTMEG (polytetramethylene ether glycol)
