In August 2025, the Shandong Provincial Department of Industry and Information Technology published the capacity replacement plan for the ammonia synthesis to urea production capacity replacement project of Shandong Hualu Hengsheng Chemical Co., Ltd. Shandong Hualu Hengsheng plans to use the 550,000-ton/year ammonia synthesis capacity and 750,000-ton/year urea production capacity that have been shut down by Yangmei Pingyuan Chemical Co., Ltd., to build a new ammonia synthesis facility with a capacity of 550,000 tons per year ; 750,000 tons per year of urea. The project involves the construction of 1 gasification furnace, with dimensions of φ3880×25685mm ; 1 ammonia synthesis tower, φ2800×28500mm ; 1 urea synthesis tower, φ3300×23600mm. The construction site is located within the Dezhou Canal Hengsheng Chemical Industry Park in Decheng District, Dezhou City. Completion and operation are scheduled for June 2027. In accordance with the requirements set by the State Council regarding the relocation of hazardous chemical manufacturing enterprises to designated industrial zones, as well as those set by the Shandong Provincial Government to phase out outdated equipment in the fertilizer industry, the old production units at Pingyuan Chemical Fertilizer Plant No. 1 and No. 2 were shut down one after another starting from December 6, 2023. By December 20, 2023, all such units had been replaced, and all 42 fixed-bed gasification furnaces were shut down, resulting in a halt in production at these facilities. In March 2024, five departments including the Shandong Provincial Department of Industry and Information Technology jointly issued the \"Implementation Measures for Capacity Replacement in the Fertilizer and Chlor-alkali Industries in Shandong Province\". Clear provisions have been made regarding the scope of application for capacity replacement, the criteria for determining capacity indicators, the methods for obtaining capacity, the procedures for changing replacement plans, and the responsibilities of both parties involved in the replacement. Among them, the fertilizer industry includes urea, monoammonium phosphate, diammonium phosphate, as well as synthetic ammonia used in fertilizer production. The production capacity of chlor-alkali fertilizers is replaced in a 1:1 ratio.
