The project owner is Sinopec Tahe Refining & Chemical Co., Ltd., with the construction funds coming from bank loans and funds raised by the company itself. The funding ratio is 70% from bank loans and 30% from the company’s own funds. The tendering party is Sinopec Tahe Refining & Chemical Co., Ltd. The renovation and expansion of the 1# atmospheric distillation unit with a capacity of 1.5 million tons per year in the refinery area of the Tahe Refining & Chemical Company’s integrated refining and chemical project into a 3# vacuum distillation unit with a capacity of 5 million tons per year, as well as the engineering design, procurement, and construction general contract for the central control room in the refinery area (Bid Section 1), are now ready for bidding, and public bidding is being carried out. Estimated contract value for this bid section: 7.5 billion yuan. Scope of the bidding for this section: The foundation engineering design, detailed engineering design, material procurement, construction, operation maintenance, and related technical services for the expansion and renovation of the 1# atmospheric distillation unit with a capacity of 1.5 million tons per year in the refinery area of the Tahe Refining and Chemical Company’s integrated refining and chemical project, including the following works: (1) Construction of a new 3# vacuum distillation unit with a capacity of 5 million tons per year (maximum design pressure of 4.0 MPa, maximum design temperature of 420°C) ； (2) Central control room project for the refinery complex ； (3) Temporary facilities (including utilities such as water, electricity, and steam, communication systems, roads, warehouses, offices, etc.).
